If going by your statement, 'My computer wouldn't power up', means you press the Power On button, and nothing happens, then I do Not believe the 'diagnostics'. If the above holds true, it sounds like a repair shop is trying to charge you for something you don't need. Going by, 1) That you press the Power On button, and the Power Supply doesn't come on, 2) Or that you press the Power On button, and the Power Supply comes on, and the computer still doesn't work, my diagnostics would be that you have a bad Power Supply.
